LM Tools will have a tab or menu item that will show where the text log file is located. It would be useful if you could attach a copy of the log file just after the FlexLM service has been stopped and restarted as the log can provide a lot of useful information about the status of license daemons and the source of a checked out licenses. When you stop and restart the FlexLM service it will purge the current log file and start a new log.
